TWDB Rubenstein out Perry Appoints Zac Covar

Unbeknownst to me, the only Texas Water Development Board member who could even be seen to have a sliver of environmental acumen quit the board last August. I reported on Carlos Rubenstein and the other two members of the Texas Water Development Board here last year.
Texas Governor Rick Perry appointed Zac Covar, former aid to Perry and executive director of the Board (for less than two years) to replace Rubenstein. Covar, a Texas A&M graduate like Perry, has a degree in poultry science, and advised Perry on “budget and policy issues related to the environment and natural resources.” – Houston Chronicle, January 11, P.B5 (quote)
Since this is news to me, I have not read anything about the reason(s) for Rubenstein’s departure. There’s always the, “to spend more time with family” thing, which works every time, but so far I haven’t heard or read. His term was to expire in 2017. Keep an eye on his next job position.
So now we have $2-billion in the bank (to secure a credit rating on more money), a chicken farmer on the board, and no chairman? Don’t look to their website – https://www.twdb.texas.gov/index.asp – for up-to-date information. It’s not there.
NOTE – Here at Texas Fly Caster, we hope you take the time not only to read the lines, but read in between the lines as well. It doesn’t take a rocket scientist to see something’s up. I am a little surprised no one told me about this, but there’s nothing on the State site to even show this dramatic change in the composition of the board – TWDB Board Members. The timing is interesting, as it (Rubenstein’s departure) comes around the time of the Proposition 6 vote. If anyone else has seen anything on this major change to the board, please add your two-cents to the comments. Basically, I need help with this story! Can anyone in the Austin attend either of these meetings? These meetings really are about the future of Texas in many ways.

Discussion about new legislation on water loss

Texas Water Development Board (TWDB) is hosting a discussion about new legislation on water loss, and we’d like your input. This discussion is related to prospective rulemaking for House Bill 3605, 83rd Legislature, which requires retail public utilities receiving financial assistance from TWDB to use part of that assistance to reduce water loss if the utility’s water loss exceeds a specific threshold. The rulemaking process will address water loss measures, threshold amounts, and actions a utility must take to decrease water loss. Join us to share your ideas, suggestions and concerns. So you are surprised?? Rick Perry is an idiot and most Texas women know that, maybe a few men will finally start to see the light. He will do what ever he can to make sure that he, his family and his frat buddies make as much money off the citizens, and our state’s natural resources while he is in office. Texas school children, women, the environment, and the less fortunate people in our state have been screwed by this guy from Day 1. Nothing he does surprises me anymore.
